Outcome framework

Measure whether people can find authoritative material faster, understand where it came from, and complete knowledge-intensive tasks with greater confidence. Baselines would cover task completion, trust, adoption, operational effort and maintainability.

Challenge

Research, policy and operational knowledge is distributed across repositories with inconsistent metadata and access controls. A new search interface alone would reproduce those weaknesses rather than resolve them.

Approach

Map the highest-value discovery journeys, define what makes a source trustworthy, and assess identity, permissions and metadata before selecting retrieval technology. Prototype with representative users and deliberately test uncertain or conflicting material.

Implementation

Build the ingestion, permission and evaluation foundations first. Introduce retrieval into a bounded workflow, monitor source coverage and answer quality, then expand only where evidence supports it. Operational ownership includes content health, access reviews and visible escalation paths.
